Program Coordinator – Rio Grande Water Conservation District

The Rio Grande Water Conservation District (RGWCD) is seeking a detail‑oriented and motivated Program Coordinator to support water resources administration, regulatory compliance, and operational coordination for the District’s Groundwater Management Subdistricts. This position plays a key role in helping ensure accurate data analysis, effective program implementation, and timely coordination with producers, consultants, and partner agencies.
Position Details
- Position Title: Program Coordinator
- Location: 8805 Independence Way, Alamosa, CO
- Schedule: Monday–Friday, 8:00 a.m.–4:30 p.m. (40 hours/week)
- Supervisor: General Manager
- FLSA Status: Non‑Exempt
- Compensation: Starting at $32.50 per hour, with higher pay considered based on qualifications and experience. The District offers a competitive benefits package including retirement, health insurance, and paid leave.

Key Responsibilities
- Support Subdistrict program operations, project coordination, and administrative workflows.
- Assist with regulatory compliance, documentation, and preparation of reporting materials.
- Gather, verify, and analyze water‑use, metering, and hydrologic data.
- Conduct field visits to collect data, verify metering information, and document site conditions.
- Assist with budgeting support, fee calculations, and financial documentation.
- Coordinate communication with producers, ditch companies, consultants, and partner agencies.
- Help organize meetings, workshops, and outreach activities.
- Maintain organized records, schedules, and compliance documentation.
Minimum Qualifications
- Bachelor’s degree in Engineering, Water Resources, Environmental Science, Business, Public Administration, or a related field.
- Experience working with water‑use or hydrologic data.
- Experience preparing draft technical or analytical materials.
- Experience supporting regulatory or compliance activities.
- Strong analytical, organizational, and communication skills.
- Proficiency with Microsoft Office and relevant software tools.
- Valid driver’s license.
Preferred Qualifications
- Three years of experience in water resources, agriculture, water administration, or technical program support.
- Experience with Colorado water rights and/or or Subdistrict operations.
- Experience coordinating with landowners, ditch companies, or agricultural producers.
- Experience supporting budget development.
- GIS experience or coursework.
Work Environment
This position includes a mix of office work—data analysis, reporting, and coordination—and periodic fieldwork involving site visits, inspections, and producer coordination.
